 This is a part time position, 20 hours a week.
 Must pass a criminal background check prior to hire.

Job Duties and Requirements
Definition: Under general supervision, to provide public assistance and interpret development codes: to perform complex clerical work involving a high degree of accountability in the review and processing of permit applications to ensure conformance and compliance with building codes, current planning policies and department procedures; and to perform related work as required.
Distinguishing Features: This is a journey level classification. Employees work within a framework of established policies and procedures and must possess knowledge of State of Oregon building and construction codes, laws, ordinances and requirements. Incumbents are expected to be able to answer complex building/septic code questions from the public, and to be able to identify and to refer those questions that are better answered by building inspectors or other building or construction professionals.
Examples Of Essential Position Duties:
The following duties represent the principal job duties, however, they are not all-inclusive. Other duties may be required and assigned.
 Process incoming permit applications; process requests for sanitation, building, plumbing and electrical inspections.
 Receive sanitation and other related applications for permits; determine if septic system is adequately sized for structure and use, is proper design, and is located in the proper system location; verify maps.
 Verify completeness of submitted building plans, determining that all State required codes are shown on plans and interpret electrical, mechanical and plumbing work being done to factor proper fees from these findings; advise affected parties of incomplete applications.
 Review and confirm that contractors are licensed with the State of Oregon.
 Issue addresses for rural properties; issue special inspection permits for new and remodeled building construction, mobile homes, plumbing and electrical systems.
 Calculate and accept application fees and payments for system development changes; receive monthly electrical payments by contractors; make change; process refunds.
 Respond to public inquiries concerning inspection policies and procedures; and accept and process complaints concerning sanitation operations.
 Confirm that plans are ready for pick-up; notify owners, builders and other affected parties; prepare and send notices if plans are not picked up within six months.
 Coordinate permit applications with other divisions and agencies.
 Pull central permit files; make copies and send faxes upon request; pull and store plans when permit is finalized.
 Order plans and files from archives.
 Issue Certificates of Occupancy for all commercial projects when all conditions have been met or noted.
 Prepare and mail permit extensions; research and process special inspection requests; notify parties of additional fees or requirements.
 Review, prepare and update a variety of records, reports, logs and memoranda; maintain files.
Auxiliary Duties:
The following duties represent duties that are generally performed by this position, but are not considered the principal job duties.
 Answer telephones; take messages.
 File plot plans and permits.
 Sort and distribute incoming mail; bundle and prepare outgoing mail.
 Pull boxed residential plans from vault; destroy plans as required.
 Perform related duties as required.
Qualifications:
Minimum Qualifications: A combination of education and experience equivalent to completion of the twelfth grade. Three years of related work experience.
Knowledge, Skills, and Abilities: Requires knowledge State of Oregon building codes and State of Oregon Department of Environmental Quality (DEQ) regulations for septic systems; knowledge of modern office practices and procedures; applicable codes, regulations and policies; business English and composition, spelling and punctuation. Ability to read, understand and gather information from a variety of written materials and sources including manuals, codes, plans, diagrams, maps, and architectural drawings, policies and procedures; follow oral and written instruction; work independently with minimal supervision; use initiative and good judgment in carrying out responsibilities; establish and maintain cooperative working relationships with those contacted in the course of work; communicate effectively orally and in writing; prepare, update and maintain accurate records, logs and files; use basic arithmetic to calculate square footage
and distances and other calculations related to assigned work; prioritize work to meet established deadlines; use a variety of office machines and equipment including computers and peripheral equipment, typewriter, calculator, copier and fax machine; and interpret and explain department policies and procedures as necessary.
Special Requirements: Performance of the essential duties of this position includes the following physical demands and/or working conditions:
Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another and standing for extended lengths of time; some positions require sufficient hand/eye coordination to perform semi-skilled repetitive movements such as typing, filing, data entry and/or use of calculators, ten-key adding machines or other office equipment or supplies.
